The 21-year-old striker has moved to Tynecastle for the rest of the season and could make his debut against Celtic on Wednesday. Simms scored 10 times in a six-month loan at Blackpool last season, helping them win promotion to the Championship. "I'm really happy to get a player of Ellis' quality on board," said Neilson. "He's got a great pedigree and all the attributes to be a success up here." "It's always been about quality over quantity for us and we've got real quality in Ellis," said Hearts sporting director Joe Savage. "He's someone we've been tracking for a long time and although it looked like he may have gone to the English Championship we've managed to attract him up here, which speaks volumes about this club." www.bbc.co.uk/

Clearly they feel he needs to go and get some more experience.

Everton forward Ellis Simms says he'd like to win the Scottish Cup final with Hearts and see his parent club secure their Premier League status this weekend.
The 21-year-old is currently on loan in Scotland, having joined Hearts in the January transfer window, making 20 appearances and scoring seven goals in all competitions so far.
And Simms told the Daily Record: "Winning the cup and seeing Everton stay up would be brilliant, 100%. "The boys are working hard down there to make the fans happy and stay up but for me the focus is all on playing in this final. It’s massive, we need to remain focused, train well and give ourselves the best chance.
"Coming here was mainly to play as many games as possible." Simms will return to Merseyside at the end of the season following the conclusion of his loan spell but no decision has been made on his long-term future just yet, according to the player.
He added: “It’s totally down to Everton, they own me at the moment. There’s a loan scout who comes to games sometimes and keeps in touch.
"They are happy with my progress, it’s nice to hear. I’m an Everton player. But my focus is on the final and then the summer comes round and I’ll have a couple of weeks to recover and see what the future holds.”

Hearts have put a strong pitch to Everton to bring Ellis Simms back to the club.
Robbie Neilson brought the striker to Tynecastle last season and he netted seven times in 20 appearances.
He became a popular player with the Hearts fans after netting important strikes in both the Premiership and run to the Scottish Cup Final. Edinburgh Evening News report that Everton are well aware that the capital club want to bring Simms back north next season.
But say a decision on his future may not be decided until late July or potentially into August.
