The young Blues will face Ipswich Town as the competition welcomes Premier League and Championship sides.
Everton are three times winners, and four times runners-up, of the Youth Cup but their last victory came in 1998.
A defeat on penalties against Preston North End finished the Blues’ hopes in the fourth round last season.
Third round ties must be played by Saturday, December 16, the Football Association have declared, unless there is a mutual agreement in place to delay it.
